Common sense says that a dragon prisoner should probably be put in the high-up "plombi" lead-lined cells in the upper floor of the Palazzo Ducale. While the cellar prisons might have thicker walls, they would also be next to the canals, which would be a bad place to imprison someone who might have authority over water.
(ponders escape plans) Still, if Casanova managed to escape from the Plombi, it can't be that hard...

I think at the moment they have him in some sort of chains (or drugged?) which stop him doing anything outside the limits of a normal human. Of course, getting said chains off him will be one of the first bits of the escape, but Irene (and Vale) can't count on him being able to use any innate powers as an essential part of the escape.
