(Best idea yet: on observing there are people following her, grab them and shake them down for information...)

If one is in a library, can't one just look in the reference section for the address of the other library?

Is it simply locating them that's the problem, or finding out their plans? If the first, and this is the librarian working for the other dragon faction, maybe when humans deal with dragons, or enter into formal relationships with them, they start to psychically smell like the dragon they're bound to. So the same way Kai could 'smell' dragons in the alternate in book 3, he can 'smell' the presence of a dragon-bound librarian.

Unless *that* relationship is supposed to be a secret plot point.

And yes, it is about trying to locate the librarian working with the other dragon faction. I can come up with plausible justification for getting Irene to the appropriate world, but as Irene herself has been grateful for in the past, it can be difficult to locate a single Librarian who doesn't want to be found.
